Institution Free Market Foundation

The Free Market Foundation is one of the oldest think tanks in South Africa. Established in 1975, FMF has worked over the years to advocate for individual liberty, private property, free enterprise, and limited constitutional government.

Millions of South Africans who should own the properties where they live have been denied freehold title because of legislated land dispossession during apartheid. Under the apartheid system, Black South Africans were systematically denied access to private property rights and forced to reside on properties owned by local government/municipalities. In the 1990s, the state divested itself from many of these properties but many occupants still live in these communities. Despite some occupants having lived in these communities for 50+ years, many still lack freehold titles and are effectively deprived of their ownership rights.

The Khaya Lam (My Home) project aims to work with municipalities and residents to ensure that individuals receive a title deed for their homes. Working with private conveyancers, municipal officials, and a team of on-the-ground project managers, home transfers are completed at little to no cost for the municipality or would-be home owner.

Since the program's inception in 2010, FMF has completed over 16,000 transfers with an average of 394 transfers per month. This means that once disaffected and marginalized individuals can now claim home ownership, and further invest in the communities in which they live.

Funding from TWCF will ensure that the FMF can continue to build on, and take advantage of, the goodwill that has been shown toward the project by local governments. There are currently 8 metropolitan cities and over 200 local municipalities in South Africa. Khaya Lam has signed Memoranda of Understanding with two metropolitan cities and 19 municipalities. Funding through this donation can help accelerate up to 500 title transfers, include more municipalities in the transfer process, and ramp up the educational and research aspects of the project.
