Templeton World Charity Foundation (TWCF) launched its Listen and Learning in a Polarized World (LLPW) priority to support research for new scientific discoveries that can help humans flourish in a world confronted with increasing polarization. A key component in bringing this area of inquiry to life is a focus on measurement, learning, and evaluation.

The Pelagic Group seeks to provide technical support to develop a Monitoring, Evaluation, and Learning (MEL) System for this initiative. This project aims to contribute to Phase 1 of LLPW’s two-phased approach to MEL. This phase will focus on developing the framework and plan that the initiative will use to ultimately measure success.

The Pelagic Group will determine and implement the best way to measure the effects of TWCF-funded grants and initiatives on polarization and depolarization mechanisms. To do so, a comprehensive Monitoring and Evaluation (M&E) system, comprised of the following elements, must be developed:

1. MEL Framework (Logframe)

2. MEL Plan

3. A comprehensive evaluation plan

By designing a robust and technically sound MEL system, TWCF will be better prepared and able to evaluate progress throughout the life of LLPW. The system will help TWCF to create an iterative process for structuring and designing activities, identify areas for improvement, and track and report on overall contributions to this area of inquiry.
